That claim could actually be true, not because this was that fast of a car, but because ninety-something percent of American cars in ‘88, even the muscle cars, were ungodly slow.

True, but in ‘88 you could get a Camaro with a TPI 350 or a Fox Mustang that were legitimately quick, as well as the Corvette and any number of turbo Dodges that would ruin that Monte Carlo.

The IROC was a 350/230 in 1988. The Mustang and Vette were probably better too.

I don’t have a full link so I can’t tell. If the undercarriage is rusty and such then it may be a MP, but if it survived the years OK it could be an NP.
